What is Ehsaas Program? (Ahsas Program Kya Hai?)

The Ehsaas Program is one of the most comprehensive poverty alleviation and social safety net initiatives in Pakistan’s history. It was designed to uplift marginalized communities, provide unconditional cash transfers, offer educational stipends, and supply subsidized food items (Rashan) to combat inflation. It operates on a dynamic digital registry to ensure funds reach the most deserving families.

Major Schemes Under Ehsaas Program

• Ehsaas Kafaalat: The core initiative providing a quarterly cash stipend to deserving women.
• Ehsaas Rashan Riayat: Provides targeted subsidies (discounts) on essential food items like flour (Atta), cooking oil, and pulses (Daal) at utility stores and registered Kiryana shops.
• Ehsaas Taleemi Wazaif: Conditional cash transfers to the children of Kafaalat beneficiaries to encourage primary, secondary, and higher secondary education.
• Ehsaas Nashonuma: Focuses on health and nutrition to prevent stunting in pregnant women and infants.

Detailed Eligibility Criteria (Kaun Ahal Hai?)

Eligibility is strictly determined through the National Socio-Economic Registry (NSER) survey. The system assigns a poverty score to each household.

• Basic Requirement: Must possess a valid, non-expired Computerized National Identity Card (CNIC).
• Income Level: Must belong to a low-income family unable to meet basic daily needs.
• Vulnerable Groups: Widows, daily wagers, and differently-abled persons are highly prioritized.

Who is NOT eligible?

• Any household member who is a government employee.
• Individuals who own a personal vehicle (car).
• People who have a high poverty score (good financial standing) or pay hefty taxes/utility bills.
• Anyone who has travelled internationally (except for verified religious travels under specific categories).

How to Register/Apply? (Apply Karne Ka Tarika)

The registration process is digitized and connected with NADRA. You don’t need to fill out physical forms or pay anyone.

1. Step 1 (SMS Check): Send your 13-digit CNIC number to 8171 via SMS.
2. Step 2 (Response): You will receive a reply. It will tell you if you are eligible, if your funds are ready, or if you need to undergo a survey.
3. Step 3 (NSER Survey): If the reply asks you to complete the survey, visit your nearest Ehsaas/BISP Tehsil Office. Take your CNIC and children’s B-Forms.
4. Step 4 (Data Entry): A representative will register your details in the dynamic registry.
5. Step 5 (Final Decision): After verification, you will receive a final confirmation SMS from 8171.

Required Documents (Zaroori Kagzat)

Keep the following ready if you are asked to visit the registration center for a survey:

• Original valid CNIC of the female head of the family.
• NADRA B-Form (Bay-Form) for all children (crucial for Taleemi Wazaif).
• A registered mobile number that is kept active.
• Recent utility bills (Gas/Electricity) if available.
