Why The PM Laptop Scheme Matters?
The Prime Minister’s Youth Laptop Scheme (PMYLS) is a highly competitive, purely merit-based initiative executed by the Higher Education Commission (HEC). Unlike welfare programs, this scheme is an academic reward system. It aims to bridge the digital divide by equipping brilliant, high-achieving students with modern laptops so they can conduct research, learn programming, and access global digital libraries without financial hurdles.
How is the Merit Calculated? (Merit Kaise Banta Hai?)
Students are often confused about why they didn’t get a laptop despite having a 3.5 CGPA. The selection is NOT based on a flat CGPA rule. Instead, laptops are distributed based on a University and Departmental Quota.
- Inter-Departmental Competition: You are competing against your own class/batch. If your department has a quota of 10 laptops, the top 10 students with the highest CGPA in your specific department will get them.
- Semester vs Annual: For semester systems, the CGPA of the last completed semester is counted. For annual systems, the percentage of the previous year is considered.
- Degree Quotas: There is a predefined distribution logic (e.g., specific percentages allocated for PhDs, Masters, and Bachelor degree students).
Who is Eligible & Who is NOT? (HEC Strict Rules)
Before you wait for the merit list, ensure you do not fall into the ineligible category. The system automatically rejects such profiles.
✅ You ARE Eligible If:
- You are currently enrolled as an active student in an HEC-recognized Public Sector (Government) University or Degree Awarding Institute.
- You are studying in a morning/evening regular program.
- You meet the minimum academic criteria and have no disciplinary action against you.
❌ You are NOT Eligible If:
- You study in a Private University or an affiliated college of a public university (Affiliated colleges usually have separate, limited quotas if any, but general private sectors are excluded).
- You have already received a laptop in any previous phase of the PM Youth or Chief Minister Laptop Scheme. (The system tracks this via CNIC).
- You have graduated or your degree is completed before the distribution date.
The 3-Step Application & Verification Process
Applying for the laptop is not just filling out a form. It involves your university’s administration.
- Step 1 (Student Profile Registration): When the portal opens, you must visit the PMYP website, enter your CNIC, and create a profile. You must enter your exact CGPA, enrollment number, and semester details.
- Step 2 (Verification by Focal Person): This is the most crucial step. Every university has an HEC-appointed “Focal Person”. Your online application goes to their dashboard. The Focal Person checks your university records to verify if the CGPA and details you entered are truthful. They will mark your profile as “Verified” or “Disapproved”.
- Step 3 (Merit List Generation): Once all focal persons verify the data, HEC’s system automatically generates the merit lists based on quotas and displays them online.

A: Aisa tab hota hai jab HEC ki taraf se pehli (provisional) list lagti hai. Uske baad agar koi bacha claim kare ya quota update ho, tou final list mein tabdeeli aa sakti hai. Humesha “Final Merit List” par aitemaad karein.
Q: Agar mein apna purana laptop kisi ko baich dun tou?
A: HEC ke rules ke mutabiq aap laptop farokht (sell) nahi kar sakte. Hardware ke andar tracking aur specific product keys hoti hain. Agar aap pakre gaye tou aapki degree bhi khatray mein par sakti hai.
